If mediation talks fail, an administrative law judge will settle the dispute between Pinehurst-based Firsthealth Of The Carolinas and The Cape Fear System. The two have been at loggerheads over the right to build competing hospitals in Hoke County. Although the state has authorized both to build hospitals less than three miles apart, appeals have stalled implementation. Hoke is the largest county in the state without its own hospital.
